Turkey's smart city infrastructure — two separate channels for the public and private sectors, one infrastructure.

35 million vehicles plus thousands of enterprise cameras; the VEKTOR card mounted on each runs AI at the edge on the Renesas RZ/V2H chip. Footage never leaves the site; only meaning (metadata) travels. Code is open on GitHub, data is protected structurally — even the state cannot access it.

Voluntary participation. Open source. Transparent API. Three-layer independent audit.

The 20th-century model of "let the state build every public service" has collapsed. The state does not own; it facilitates. Citizens buy the hardware, developers produce the software, the private sector handles manufacturing, and the state stands in the middle and regulates.

Single infrastructure.
All verticals.

Insurance, logistics, e-commerce, banking, telecom, energy, automotive, industry, healthcare — through a single API.

A democratic model in the Apple App Store standard: the corporate customer selects certified AI software suited to their sector from the marketplace and runs it on their own facility / fleet cameras. Video is processed in the card's RAM and deleted.

An architectural shift.
Three core beliefs.

01

The state does not own; it enables.

The state sets the legal framework, runs certification, and facilitates public oversight. The citizen buys the hardware, developers produce the software, the private sector handles manufacturing.

It carries meaning, not image.

The raw image is processed on the card next to the camera, then deleted. Only the "what happened" sentence is sent to the center. Privacy is not a policy — it is a structural property of the architecture.

Code open, data closed.

All software code is published openly to the public. Data, however, is structurally protected — not even the state can access it. Trust in code through mathematics, trust in privacy through architecture.
